Abstract

Introduction: This report focuses on the evaluation of the effectiveness of the transfer of skills in the rural municipality of Sirifila Boundy in the health district of Niono in 2019. Methods: This was a descriptive, cross-sectional study, having focused on the actors, management documents and activity reports. The assessment was based on the decree establishing the transfer of powers. Results: The actors interviewed had at least two years in the job. With a level of satisfaction of the requirements of 31.94%, the implementation of the transferred powers was considered weak in the municipality of Sirifila Boundy. The irregular rhythm of the transfer of financial subsidies; the non-signature of the Mutual Assistance Agreement (CAM) by the town hall with all the ASACOs, the failure to supervise Community Health Associations by the town hall were the main reasons for this poor performance.
Conclusion: The low level of implementation of the transferred powers justifies a low involvement of local elected officials in the management of health problems in the municipality of Sirifila Boundy. Lack of knowledge of the key actors on their role and responsibility as well as the irregular transfer of financial subsidies by the State to the communities are the main factors hindering the effectiveness of the transfer of skills.
